The Hellenic Gaming Commission (EEEP) released its annual report on Tuesday, detailing financial results for the Greek gambling market in 2025. Total gross gaming revenue reached €3.07 billion, marking a 6.7% increase compared to the previous year.
Land-based operations maintained their position as the primary revenue driver, contributing €1.88 billion or 61.2% of the total. Number games, specifically KINO, generated the largest portion of this segment with €711.3 million. Land-based sports betting followed with €414.2 million, while Video Lottery Terminals produced €365.9 million.
Casinos accounted for €268.6 million, state lotteries for €114.6 million, and horse racing for €6.4 million.
Online Sector and Public Revenues
Remote gambling grew by 10.5% year-on-year, representing 38.8% of the total market share across 24 licensed operators. Fixed-odds betting comprised 40.3% of online GGR, with live casino, poker, and slots making up the remainder. Online betting operators generated €736.94 million in public revenues, accounting for 63.1% of all sector receipts.
OPAP contributed €326.66 million, driven by a 16.9% rise in iGaming revenue during its fiscal year ending in December 2025.
The regulator introduced the first phase of a central player registry to enable unique identification across licensed platforms. Seven license holders connected to the system in 2025 to support a unified self-exclusion framework. The commission processed 57 indefinite self-exclusion requests during the reporting period.
