German Gaming Sector Welcomes New Tiered Stake Limits for Online Slots

The German Gambling Authority (GGL) implemented a new tiered stake limit system for online slots at the beginning of the month. This regulatory change replaces the previous flat maximum wager of €1 per spin with higher limits based on player age and behavior.

Players under the age of 21 remain subject to the original €1 cap. However, individuals aged 21 and older may now wager up to €3 per spin. Furthermore, players who show no signs of problematic gambling during a 90-day review period qualify for a maximum stake of €5.

Industry Reaction and Market Share

Industry representatives had long argued that the strict €1 limit made the licensed market less attractive, driving customers toward unlicensed platforms. Simon Priglinger-Simader, senior regulatory affairs manager at Entain and vice-president of the German Online Casino Association (DOCV), stated that the GGL’s adjustment sends a positive signal for the regulated sector.

The regulator’s 2025 report estimates that 77 percent of gambling activity in Germany now occurs on the licensed market, a figure disputed by some operators.

Legal Updates and Black Market

The GGL is currently reviewing the impact of the Interstate Treaty on Gambling established in 2021. Meanwhile, the DOCV is calling for updates to criminal law to better target the black market. The association argues that Section 284 of the German Criminal Code is outdated and ineffective against cross-border online offers.

They emphasize that future prosecution must focus on the residence of players in Germany to be effective.
